I know this question was directed to OV, but...
If you go into your forum and then go to the Moderator Control Panel (you should see it somewhere below User Control Panel) you should be able to check off any threads you see and then apply an action to them with a drop down list below the listed threads. One of the last options on the list should be to sticky a thread. If it isn't there, it might be something that needs to be added.
I can sticky whichever thread needs stickying in the meantime, yo.

Seems since I'm a different moderating level I don't have stickying abilities ATM.

Is it the Glossary of Terms post you want stickied?

Even though Sasuke has already stickied the topic, I looked at your forum permissions and made sure to give you near-full access to your forum. (Polls, bumps, stickies, etc)
The only ability I'm going to reserve is the ability to post announcements. Please don't make GLOBAL announcement posts, as I want to set precedent that only admins and global mods may post global announcements.

I don't know why I would ever need to, so no worries I guess?
